I’ve seen guilds intentionally reject people to keep their power beneath 15m to avoid the top tier and the monsters in the uncapped top tier. Rewards for top tier should be higher than the lower tier even if ranked last or last few every round to reflect the harder competition.

Was our first war in expert just above 15-16 mil we hit #5 not hard to place well
